The Federal Motor Carrier Safety Administration (the “FMCSA”) exists to reduce truck crashes, injuries, and fatalities involving large trucks and buses. To do that, the FMCSA issues the Federal Motor Carrier Safety Regulations (“FMCSRs”) to promote the safe operation of commercial motor vehicles by carriers. Carriers are either:
